The Afghan War Diary (AWD for short) consists of messages from several important US military communications systems. The messaging systems have changed over time; as such reporting standards and message format have changed as well. This reading guide tries to provide some helpful hints on interpretation and understanding of the messages contained in the AWD.
Most of the messages follow a pre-set structure that is designed to make automated processing of the contents easier. It is best to think of the messages in the terms of an overall collective logbook of the Afghan war. The AWD contains the relevant events, occurrences and intelligence experiences of the military, shared among many recipients. The basic idea is that all the messages taken together should provide a full picture of a days important events, intelligence, warnings, and other statistics. Each unit, outpost, convoy, or other military action generates report about relevant daily events. The range of topics is rather wide: Improvised Explosives Devices encountered, offensive operations, taking enemy fire, engagement with possible hostile forces, talking with village elders, numbers of wounded, dead, and detained, kidnappings, broader intelligence information and explicit threat warnings from intercepted radio communications, local informers or the afghan police. It also includes day to day complaints about lack of equipment and supplies.
The description of events in the messages is often rather short and terse. To grasp the reporting style, it is helpful to understand the conditions under which the messages are composed and sent. Often they come from field units who have been under fire or under other stressful conditions all day and see the report-writing as nasty paperwork, that needs to be completed with little apparent benefit to expect. So the reporting is kept to the necessary minimum, with as little type-work as possible. The field units also need to expect questions from higher up or disciplinary measures for events recorded in the messages, so they will tend to gloss over violations of rules of engagement and other problematic behavior; the reports are often detailed when discussing actions or interactions by enemy forces. Once it is in the AWD messages, it is officially part of the record - it is subject to analysis and scrutiny. The truthfulness and completeness especially of descriptions of events must always be carefully considered. Circumstances that completely change the meaning of an reported event may have been omitted.
The reports need to answer the critical questions: Who, When, Where, What, With whom, by what Means and Why. The AWD messages are not addressed to individuals but to groups of recipients that are fulfilling certain functions, such as duty officers in a certain region. The systems where the messages originate perform distribution based on criteria like region, classification level and other information. The goal of distribution is to provide those with access and the need to know, all of the information that relevant to their duties. In practice, this seems to be working imperfectly. The messages contain geo-location information in the forms of latitude-longitude, military grid coordinates and region.
The messages contain a large number of abbreviations that are essential to understanding its contents. When browsing through the messages, underlined abbreviations pop up an little explanation, when the mouse is hovering over it. The meanings and use of some shorthands have changed over time, others are sometimes ambiguous or have several meanings that are used depending on context, region or reporting unit. Messages may contain date and time information. Dates are mostly presented in either US numeric form (Year-Month-Day, e.g. 2009-09-04) or various Euro-style shorthands (Day-Month-Year, e.g. 2 Jan 04 or 02-Jan-04 or 2jan04 etc.).
Times are frequently noted with a time-zone identifier behind the time, e.g. "09:32Z". Most common are Z (Zulu Time, aka. UTC time zone), D (Delta Time, aka. UTC + 4 hours) and B (Bravo Time, aka UTC + 2 hours). A full list off time zones can be found here: http://www.timeanddate.com/library/abbreviations/timezones/military/
Other times are noted without any time zone identifier at all. The Afghanistan time zone is AFT (UTC + 4:30), which may complicate things further if you are looking up messages based on local time.
Finding messages relating to known events may be complicated by date and time zone shifting; if the event is in the night or early morning, it may cause a report to appear to be be misfiled. It is advisable to always look through messages before and on the proceeding day for any event.

The patrol SPd from FOB Herrera at 0900z and arrived at the Ahmad Khel DC at approximately 1015z. RTE KEYSTONE is AMBER to GREEN from the FOB to the DC with areas of large puddles and several muddy areas. The creeks that follow the RTE are currently deeper than normal due to snowmelt. THE ROUTE WILL CONTINUE TO DEGRADE IN TRAFFICABILITY AS THE SNOWMELT CONTINUES.
Once the patrol arrived at the DC, a KLE was conducted by the PL and his FO with the District Sub-Governor and ANP CDR. The following information was given by both:
None of the Medical clinics or schools have received promised supplies yet.
ANP will be receiving supplies from Gardez in early March.
Five of the Districts ANP will be traveling to Gardez for training in March.
Construction will resume on the District ANP station the second week of March.
Meetings with the Districts teaches will be held on 29FEB08 and school is scheduled to open on 20MAR08.
Additional work on the DC is needed. (Building/roof repairs and facility expansion for GOVT workers.)
The local population supports the GOVT, but wants it to have more power to fight crime and ACM.
More HA in the form of blankets and school supplies is needed.
People want more paying projects brought to the District. They rather be paid than receive handouts.
ANP need a jail facility ASAP. The ETTs have promised more HESCOs, C-Wire, and a COP in the Box, but have not delivered with any of their promises.
Medical clinic is busy, but needs more supplies. The clinic saw more than 110,000 patients in 2007.
BOTH THE SUB-GOVERNOR AND ANP CDR, IN SEPARATE CONVERSATIONS REPORTED THAT ACM ARE CURRENTLY STAGING FOR THEIR SPRING OFFENSIVE IN THE VILLAGE OF SHAWAT (WC 5450 4440)
Following the KLE, the patrol continued to the Ahmad Khel OP (WC 5865 4510) and conducted a combined VCP with ANP. The VCP lasted for one hour and fifteen minutes. Both vehicular and pedestrian traffic were stopped and searched by ANP personnel. Once being searched, several were HIIDEd by the patrol. The ANP personnel the patrol encountered were eager to work with CF and adequately searched LN vehicular and pedestrian traffic across Switchbacks in both directions. Upon completion of the VCP, the patrol established a patrol base for the night IVO the Ahmad Khel OP.

The patrol SPd from its patrol base about 0500z and continued to the Lija Mangal DC, arriving at approximately 0645z.
THE DC IS LOCATED ON A HILLTOP JUST NORTH OF RTE CHIMPANZEE AT APPROXIMATELY WC 6480 4010, NOT AT WC61054 36146 AS REPORTED BY BDE.
Once at the DC, a KLE was conducted by the PL and his FO with the District Sub-Governor and ANP CDR. The following information was given by both:
District Sub-Governor: Khaial Mohammad (4-years working for the District, one year as Sub-Governor)
District ANP Commander: Mohammad Aja (3-months)
District conducts two shuras every 15-days during good weather, one led by the Sub Governor the other by the ANP CDR. In poor weather, the shuras are held monthly.
The ANP force consists of 24x officers with only 4x AKs and 2x PKMs. 800x AK round s& 1600x PKM rounds.
ANP morale is HIGH, but they are in need of training.
The district is extremely POOR compared with its neighbors, but the population supports the GOVT.
Last year the Taliban paid locals to attack the DC several times; the recruiting took place in the village of Muzi Mangal. The staging area for all the attacks was the village of Tara Mangal (IVO WC 6390 4050.)
The District has 8x schools (1x High school, 2x Secondary schools, and 5x Primary schools)
- School scheduled to start 15FEB08
- 1500 total students (all male)
- 1x Girl school in planning stages
- Schools are in need of supplies (mainly paper and writing utensils)
The district currently has two projects: 1) Irrigation project currently on hold due to the weather 2) GTZ project yet to be named by the GOVT.
The Medical Clinic was build by USAID last year and has 1x Doctor (Also Female doctor) and 2x Nurses. The clinic was resupplied last month and currently has enough medicines and supplies.
Many of the districts mosques need floors.
ETTs CONTINUE TO MAKE PROMISES AND NOT FOLLOW THROUGH WITH THEM.
FB Chamkani aids the district a lot and the Sub-Governor praises them for their support.
The local population wants paying projects (jobs) brought to the district. They want the projects to be completed by local workers and not workers from outside the district.
The two major roads in the district are in dire need of repair and improvement.
The district needs 2x footbridges for pedestrians and livestock movement. One location is 50 meters East of the DC off RTE Chimpanzee; the second is near the village of Haram Kalay.
LATE LAST YEAR THE PEOPLE OF THE DISTRICT CAME TOGETHER AND SIGNED A PETITION WITH THE DISTRICT GOVT STATING THAT NO ONE BUT ANSF AND CF MAY BE OUT AFTER DARK IN THE DISTRICT WITH A WEAPON. THIS LAW IS BEING ENFORCED BY THE LOCAL ANP. ANYONE FOUND IN VIOLATION OF THE LAW ARE TREATED AS ACM, IMMEDIATELY ARRESTED AND TRANSPORTED TO GARDEZ.
It is reported by the local GOVT that there is a crime ring in the area, not ACM, which is setting illegal VCPs and then robbing LNs that stop. The ring is centered in three districts: Lija Mangal, Ahmad Khel, and Sayed Karam.
Following the KLE, the patrol continued to FB Chamkani and RON on the firebase. RTE Chimpanzee from its beginning to FB Chamkani is dry and very dusty for the most part. In places along the RTE, mostly around Lija Mangal DC and West, there are large puddles and some muddy patches. The RTE should continue to improve, for the most part, but remain dusty as the weather warms.

The patrol SPd from FB Chamkani at 0200z and continued to the Jani Khel DC, arriving at approximately 0330z.
The RTE from Chamkani to Jani appears normal from Chamkani until the village of Holumza (WC 7280 3155.) SOUTH OF THE VILLAGE TO THE VILLAGE OF JANI KHEL, THE RTE IS PRIME AMBUSH TERRITORY. THERE IS NO ROOM TO MANEUVER A PATROL OTHER THAN UP OR DOWN THE RTE. THE RTE IS SURROUNDED ON BOTH SIDES BY HIGH GROUND THAT IS HEAVILY VEGETATED WITH EVERGREEN TREES AND OTHER PLANTS FORMING NATURAL BURMS. AS YOU CONTINUE SOUTH ON THE RTE IT CLIMBS GIVING DEFENDERS ADVANCE WARNING. THIS COUPLED WITH THE DRYING CONDITIONS, CAUSING FOR DUST TRAILS, GIVES NO AOA FOR A PATROL THAT IS UNSEEN. LNs FROM HOLUMZA SOUTH TO JANI KHEL WERE REACTING STRANGELY TO THE PATROL AS IT PASSED. INSTEAD OF THE NORMAL FRIENDLY WAVES BACK, THE LNS DID NOTHING OR TURNED AWAY AND MOVED INSIDE BUILDINGS. CHILDREN THAT NORMAL RUN TO THE ROAD TO WAVE AT A PASSING PATROL DID NOTHING AS WELL, EVEN WHEN CANDIES WERE THROWN OUT FOR THEM.
