1. (C) The GoP believes that the EU's arms embargo against
China will remain intact despite recent comments suggesting
that the Spanish EU Presidency might be interested in
changing it (reftel). Pawel Milewski of the MFA's
Asia-Pacific Department discounted reports that the EU
position would change. He explained that most EU members,
Poland included, were acutely aware of public sentiment
regarding the human rights situation in China, which would
constrain Union officials' ability to lift the embargo.
Milewski said continued support for the embargo was strongest
among the EU's newer members, but even older EU members "did
not have a strong appetite" for changing the status quo.
2. (C) Milewski noted that the Chinese had not raised the
issue during the visit earlier this month of Deputy Foreign
Minister Zhang Zhijun. Normally, China begins to flag
priority issues with upcoming EU presidents several rotations
in advance. (Poland assumes the EU presidency in July 2011.)
