1. (C) New MFA Head of Common Foreign and Security Policy
Asta Radikaite told EMBASSY February 19 that Lithuanian
Foreign Minister Azubalis will speak at the EU Foreign
Affairs Committee (FAC) on the importance of EU engagement
with Ukraine, post-election of Viktor Yanukovych. She said
the GOL favors inviting the new Ukrainian President to
Brussels as soon as possible with the goal of concluding and
signing an EU-Ukraine Stabilization and Association
Agreement, which would include provisions for free trade and
visa facilitation.


2. (C) Radikaite also confirmed that Lithuania is "no doubt"
in agreement with the USG about obtaining a new UNSC
Resolution which would contain stronger sanctions against
Iran. She said the idea of additional EU sanctions is a
possibility but no one will talk about it until UNSC acts
first. She noted that upcoming EU Presidency country France
is also a permanent member of the UNSC; therefore the GOL
expects a greater likelihood that a new UNSC resolution will
pass. Radikaite confirmed that the GOL wants the EU to
engage in Haiti, and is waiting for the results of the
UN/World Bank/EU needs assessment, due March 12.


3. (C) On non-FAC issues, Radikaite said that Afghanistan
will very much be on the agenda when Lithuanian assumes
chairmanship of the OSCE in 2011. She said one focus in
particular will be on involving OSCE expertise in border
management in the Central Asia/Afghanistan region.
