1. In response to reftel, the following information is
provided.


2. BACKGROUND


A. EUM Program Coordinator: Pol-Econ-Commercial Chief Thomas

A. Yeager, 356-2561-4167, yeagerta@state.gov, as an
additional duty.

B. Inventory System: No automated inventory system exists at
post.

C. Staff Member EUM Responsbilities: Pol Chief and DAO staff
members are available to conduct EUM duties on an as required
basis, and as part of their regular duties. There are no
personnel at post who are dedicated full-time to EUM duties.
In execution of checks, available personnel will conduct such
activities as are required, including inspections, customs
clearances, audits, implementation of any monitoring
procedures, etc. DAO personnel are primarily responsible for
maintaining cognizance of U.S. equipment for which an end-use
certificate would be required, which is in the possession of
the Armed Forces of Malta (AFM). In the past 12 months, the
prior ADDU EUM Program Coordinator, Monica Cummings, departed
in April 2009. Current EUM Program Coordinator arrived in
August 2009.

D. Other USG Agency Assistance: DAO, including OSD and DHS
(USCG) personnel, performs duties as described above. In
addition, NCIS (OSD) and other IC agency personnel assigned
to post may provide assistance as needed.

E. Counterpart Agencies: Armed Forces of Malta (AFM) is the
sole recipient of USG-provided assets accountable under the
EUM process and cooperated fully with post.

F. Receipt: No items have been transferred to the AFM during
the reporting period, but any appropriate method of
doucmentation, including MOU, dipnote or signed receipt,
could be utilized.


3. MONITORING PROCEDURES


A. On-site Inspections.
No scheduled inspections of AFM-held commodities are
conducted. As noted below, these consist of two 87-foot
"Protector"-class patrol boats.
Unshceduled inspections: UMB Coordinator and/or DAO
personnel observe these assets on a nearly daily basis.
Number of countpart sites and cities visited: 1 -
Valletta - homeport of patrol boats and HQ of AFM.
Date and location of on-site inspections performed: as
above.
Number of donated items subject to inspection: 2.
Percentage of donated items personally inspected: 100.

B. Secondary Methods of Monitoring Resource Status.

4. STATUS-COMMODITIES


A. Type of Commodity and Project: AFM Program: Two 87-foot
"Protector"-class patrol boats (P51 and P52) which were
provided to the AFM in November 2002 and July 2004,
respectively.

B. Location: Hay Wharf, Valletta, Malta (both)

C. Use: Maritime Law Enforcement, Search and Rescue (SAR),
Fisheries Protection and Patrol, Training. Patrol boats are
typically underway in excess of 1900 hours annually, and
patrol generally in Malta's SAR region at ranges in excess of
150 nautical miles from port and for periods of up to 96
hours underway.

D. Condition: Excellent (both). AFM indicates that both
craft have exceptional reliability and post has observed
periods of absence from port which would support reliability
and readiness claims.

6. PROGRAM IMPACT

A. Patrol boats: The "Protector" class boats have made
signficant contributions in allowing the AFM to fully patrol
Malta's SAR region, which is approximately 600 times the size
of Malta's land area. In addition to use in operations aimed
at stopping drug trafficking, human smuggling and possible
clandestine transportation of terrorists or
contraband/proliferable material, the AFM has taken part in
rescuing thousands of irregular migrants from in extremis
situations, sometimes at signficiant personal risk in adverse
sea conditions. The Protectors are characterized by AFM as
"exceptionally seaworthy" in challenging conditions.


7. PROBLEMS AND CORRECTIVE ACTION PLAN (CAP)

A. Unmonitored resources: N/A

B. Repair and maintenance of commodities: The patrol boats
are maintained in high readiness due to the clsoe
relationship the AFM maintains with CHAND LLC, the U.S. boat
manufacturer, which has provided responsive logistical
support and affordable parts, allowing most support
maintenace to be done in-house, with more extensive repairs
completed by local Maltese service providers. Post currently
provides no repair funding, but may wish to consider FMF or
INL funding of overhaul of the boats, if needed and
appropriate, at some future point.

C. Lack of use and misuse of commodities: N/A.

D. Disposal of commodities: N/A.

E. Other Problems: (none noted).
