1. (U) This is an action request, see paragraph three
below.
2. (U) In September, 2007, the United States pledged $403k
to the United Nations Implementation Task Force (CTITF):
$226k towards the working group titled "Addressing
Radicalization and Extremism That Lead to Terrorism", and
$177k towards the working group titled "Protecting Vulnerable
Targets". CTITF still has $70k left of the original $403k
and asked if the money could be transferred to the Referral
Center on Policies to Counter the Appeal of Terrorism at the
UN Interregional Crime and Justice Research Institute
(UNICRI). As described in reftel, CTITF's working group on
radicalization and extremism has been disestablished and the
focus on this issue has been shifted to UNICRI.
3. (U) USUN requests the Department's approval to convey to
the UN that the $70k discussed above can be transferred to
UNICRI.
