1. (C) Dean of the NATO diplomatic corps Danish PermRep
Poulsen-Hansen reprimanded Russian Ambassador to NATO Dmitri
Rogozin on January 22 for recent remarks considered
undiplomatic. Acting in his capacity as dean, Poulsen-Hansen
raised with Rogozin his recent remarks to the press
criticizing NATO-Russia Council (NRC) members, including
calling the Polish Foreign Minister a "political dwarf" and
referring to several NATO members as "Baltic recruits coming
to Brussels bringing the cockroaches of Russophobia in their
knapsacks." Poulsen-Hansen also raised a December incident
during which Rogozin divulged to the press a NRC discussion
in an attempt to portray Canada and other Allies as pursing
an anti-Russia agenda. Allies were concerned the NRC would
be unable to address European security in-depth and in
confidence following Rogozin's disclosure of classified NRC
discussions.


2. (C) In a written report circulated to Allies, the Danish
PermRep explained that he told Rogozin such statements "went
beyond normal, decent diplomatic practice and behavior." He
also informed Rogozin that telling the press about internal
NRC discussions was "contrary to diplomatic practice."
Rogozin did not object to Poulsen-Hansen's comments, and
explained that he was not a career diplomat but a politician
used to "another style." The Danish PermRep reminded Rogozin
that he was now a fellow diplomat.
