1. (C) Embassy Poloff met January 27 with MOFA Human Rights
and Humanitarian Affairs Division's Universal Periodic Review
(UPR) Officer-in-Charge Tomoko Ohnishi to deliver reftel
demarche seeking Japan's support for U.S. recommendations for
the UN Human Rights Council's February 15 UPR for Iran.
Ohnishi said that Japan planned to comment and make
recommendations on Iran during the UPR but that the specific
content of the GOJ's recommendations had not been finalized.
She said that the explanation of the U.S. position and plans
would be helpful in that regard.
2. (C) Ohnishi mentioned the ongoing Japan-Iran Dialogue on
Human Rights and that a meeting scheduled for the week of
January 25 had been postponed at Iran's request. Discounting
any broader political motivation for the postponement, she
said that Iran's delegation was relatively new to the Human
Right Dialogue portfolio and may have needed more time to
prepare. However, she did note that no new date has been
scheduled.
