1. (C) Embassy Poloff met January 26 with MOFA Second Middle
East Division Principal Deputy Director Yukiya Hamamoto to
deliver reftel points regarding the January 27 London meeting
on Yemen. Hamamoto agreed that it was important to address
the underlying developmental, economic, and security issues
that have made Yemen an attractive base for terrorist groups.
He noted that while the December 25, 2009 NWA Flight 253
incident had helped raise the profile of Yemen's situation,
the GOJ already had been following developments there
closely. Regarding international assistance for Yemen,
Hamamoto stressed the importance of Yemeni government steps
to address the country's problems, saying that international
support must be commensurate with Yemeni efforts. He added
that Japan had increased its assistance to Yemen in FY 2009,
saying that the GOJ had begun to "step up" its efforts there.
2. (U) Japan will participate in the London meeting and will
be represented by State Secretary for Foreign Affairs Tetsuro
Fukuyama. (NOTE: Fukuyama is one of two State Secretaries
for Foreign Affairs who are second in seniority behind
Foreign Minister Okada. END NOTE) Fukuyama will be
accompanied by MOFA Second Middle East Division Director
Tsutomo Nakagawa.
