1. (U) This is an action request. See paragraph 3.
2. (C) Embassy Poloff met January 25 with MOFA Second Middle
East Division Deputy Director Kunihiko Higashi to deliver
reftel points and discuss priorities for the January 28
London Conference on Afghanistan. After reviewing U.S.
priorities (reftel) with Poloff, Higashi said that GOJ views
were consistent with those of the U.S. Focusing on
reintegration, Higashi said that Japan plans to announce a
$50 million contribution to the Reintegration Trust Fund
(RTF) at the London Conference. He noted that owing to
current discussions in the Diet over the budget bill, the GOJ
originally had not planned to specify its pledge at the
London meeting. However, according to Higashi, Finance
Minister Kan had approved the announcement of a specific
commitment. That Japan will announce its pledge should remain
close hold until the announcement is made, Higashi said. In
the context of GOJ plans to announce a specific RTF pledge,
Higashi asked whether the U.S. had decided on a specific
contribution as well, and whether the U.S. had plans
regarding an announcement.
3. (C) Action Request: Please provide any information
regarding U.S. plans regarding a contribution to the RTF that
we can share with the GOJ.
