1. (C) The exchange of letters establishing the current
framework for NDN in Uzbekistan is set to expire on April 3, 2010,
the anniversary of its signing. Post understands that Washington is
considering seeking specific enhancements to NDN with the
Government of Uzbekistan and that General Petraeus may raise some
of these during his planned visit in March. However, given the
relatively short time until the current agreement expires, it is
unlikely that the terms of any NDN expansion could be sufficiently
defined and negotiated with the GOU before April 3. Post therefore
recommends seeking, through an exchange of diplomatic notes,
extending the existing agreement in its current form for another 12
months. Such a step will ensure the continued functioning of the
NDN (over which nearly eight thousand containers have transited in
the first year),but in no way prejudices decisions on possible NDN
enhancements. As drafted, the existing agreement contains an
amendment mechanism that can be effected through a further exchange
of letters.
2. (C) Action Request: Post requests a formal instruction to
seek a 12 month extension of the existing NDN exchange of letters
through an exchange of diplomatic notes between the Embassy and the
Uzbek Foreign Ministry.
