1. (C) During a January 13 courtesy call, Chinese Ambassador
Chen Mingming told the Ambassador that the EU had
"unrealistic expectations of achievements" at COP-15 and is
"over optimistic about its own capacity to make things
happen." In his opinion, China and the United States made
"great efforts to produce a document that contains many of
the EU's own positions," implying that criticism is
unwarranted. Chen said Beijing and Washington should take
credit for salvaging COP-15, especially President Obama who
knew how to reach out to other leaders, making the "final
push that made things happen."
2. (C) Bio Note: With nearly two decades of experience
working in the United States or in the MFA's American and
Oceanic Affairs Department, Chen Mingming is an accomplished
America hand who clearly enjoyed his chat with the
Ambassador, reminiscing about his time at the Fletcher School
and in the PRC Embassy in Washington. Chen told the
Ambassador he was impressed by Post's use of social media (we
have an Embassy Facebook page). Regarding the 1999 bombing
of the PRC Embassy in Belgrade by a U.S. warplane, Chen said
"both sides knew it was an accident" from the outset, thought
it took a week for emotions to subside so that there could be
a conversation between leaders. He met our delegation alone.
