ACCORD BY JANUARY 31, SAYS THE EU WILL AS WELL

1. (SBU) Post used REF A to follow up on the DCM's January 11
meeting (REF B) with Lars-Erik Liljelund, Prime Minister Reinfeldt's
Special Envoy for Climate Change. Liljelund assured us that Sweden
and the EU will also strongly encourage other countries to associate
to the Copenhagen Accord. Liljelund shared a non-paper from the
European Commission, where the outcome of COP-15 is analyzed. The
non-paper has been developed for the EU Informal Environment
Ministers' Council in Seville, Spain on January 15-16. Liljelund
noted that the non-paper said the Copenhagen Accord had potential
and, on page 3, suggested that the EU should strongly encourage
other countries to associate with the Accord, i.e. "the same message
as the U.S." Post has sent the Commission non-paper by e-mail to
Drew Nelson, Rachel Kastenberg, and Kate Larson.
2. (U) Because Environment Minister Andreas Carlgren is out of the
country, Post presented the demarche to his political advisor Karin
Rappsjo. Rappsjo also assured us that Sweden and the EU will
strongly encourage other countries to associate to the Copenhagen
Accord. Rappsjo will join Carlgren at the EU Informal Council of
Environment Ministers. She agreed to meet with Post after her
return, and to have Minister Carlgren meet the Ambassador as soon as
Carlgren returns to work around January 25.
