3. (SBU) Lead NGOs completed food distribution at nine of
the 16 WFP distribution points without incident January 31.
The other seven distribution centers will open by February 3.

EVACUATIONS/AMERICAN CITIZEN AND LE STAFF WHEREABOUTS

4. (SBU) As of 1600 EST, 500 American evacuees and family
members departed Port-au-Prince January 31; a total of 14,257
have been evacuated to date. There are 75 Americans and
family members inside the Embassy and none outside. A total
of 22,500 potential evacuees have been accounted for.

8. (SBU) USNS Dwayne Williams is scheduled to arrive in
Port-au-Prince January 31with a 150-bed Expeditionary Medical
Facility to be set up on-shore for the care of post-operative

9. (SBU) SOUTHCOM aircraft began flights January 31
transferring 40 critically injured patients from a health
facility located in Jimani, Dominican Republic to Sacre Coeur
Hospital in Milot, Haiti. (DCO Conference Call)
10. (SBU) The Ministry of Health, in coordination with the
Pan American Health Organization, World Health Organization
and UNICEF, launched an emergency immunization campaign.

11. (SBU) CONCERN, an Irish-based NGO, opened two infant
feeding tents in Port-au-Prince January 30 using USAID/OFDA-

DEPLOYMENT OF U.S. GOVERNMENT ASSETS

12. (SBU) National Communication Systems (NCS) is recalling
by February 2 forward personnel who have been supporting NCS
as liaisons for SOUTHCOM and the Homeland Security Task Force

HUMANITARIAN/SECURITY/INFRASTRUCTURE

13. (SBU) There were a total of 104 fixed-wing flights on
January 30. There have been 1,840 flights since January 15.

14. (SBU) A DOD Airport Pavement Evaluation team arrived in
Port-au-Prince to assess the runway at Toussaint L'Ouverture
Airport. The team has been assigned a slot of 2200-2300 EST
daily February 1-10 to conduct assessments and minor repairs.

15. (SBU) WFP did not assume responsibility for
international slot allocation January 30 at the Haitian Flight
Operations Coordination Center (HFOCC) because the
reservations web site will not be operational until February
4. Starting early this week, a WFP coordinator will be
embedded at the HFOCC to prioritize all international flights.

about the coming hurricane season and believes the best way to
shelter quake victims was to provide the necessary materials
to allow them to rebuild their homes themselves. (Xinhua News
