1. (C) BACKGROUND: REF A alerted Department of State to a
potential nuclear/radiological trafficking incident. On
January 20, the Office of the Chairman of the Extractive
Industries Transparency Initiative (EITI) located in Berlin,
Germany, received a call from a DRC-based phone number, 243
99 8956666, offering "radioactive matter." The caller wished
to remain anonymous but indicated he was calling from Africa
and wanted to offer the material to EITI because they were
"dealing with the extractive industries." EITI declined the
offer and alerted the Department of State.
