(C) Summary: Per request (ref 2),below is the revised guidance for engaging with the de facto transition regime in Madagascar. ¶2. (C) The Department concurs that post may occasionally and discreetly engage with officials from the Malagasy High Transitional Authority (HAT). However, post should avoid all actions that could be construed, or potentially manipulated, as legitimizing the actions of the HAT. All other provisions of standing guidance (ref 1) will continue.
