This is an Action Request. See paragraph 4. ¶2. The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests post's assistance in conducting a post-license/pre-shipment check on application 050208979 for the export of rifles to Uruguay. Post is requested to complete this Blue Lantern check within 30 days. Lack of response to a Blue Lantern check will affect pending and future licenses involving parties to this license. ¶3. Reason for request: The Mini-14 rifles on this license are of significant concern due to their relative power and use in crime. This request is to establish the bona fides of the foreign consignee, Arcocity S.A., and the seven (7) end-users listed below. ¶4. Action Request: Post is requested to establish the bona fides of Arcocity S.A. and the end-users listed below by making inquiries with the company and appropriate officials of the Government of Uruguay. Post is also requested to determine if these rifles are generally legal to own in Uruguay and if these specific end-users are properly authorized to own such firearms. (NOTE: Site visits to the end-users are not/not required). The following points are provided for guidance: (To Arcocity S.A.) --What products and services does your company provide? Who are your regular customers and where do they reside? --What are your annual sales of U.S.-origin firearms? --Do you sell firearms to customers that reside outside Uruguay? If so, who are these customers and where do they reside? --Will you ever have physical possession of these firearms? If so, please describe your security facilities and procedures. --Are you familiar with the regulations governing the import of U.S.-origin defense articles, including restrictions on unauthorized re-transfer or re-export? (To Appropriate Import/Export and/or Law Enforcement Authorities) --Is Arcocity S.A. properly authorized to import and sell firearms in Uruguay? --Is each end-user listed below properly registered and authorized to own a Mini-14, .223 caliber rifle? --Do you have any information on Arcocity S.A. or any of the end-user that would call in to question their reliability as a recipient of U.S. defense articles? --Are there any legal restrictions in Uruguay on the ownership of .223 caliber rifles?
