The Office of Logistics Management (A/LM) requests posts to answer a question regarding customs by January 27 in order to facilitate current negotiations with the Department of Defense (DOD) designating the Department of State (DOS) as the transportation service provider for DoD military and civilian personnel assigned to diplomatic and consular posts overseas. The change to DOS as the transportation service provider would reduce work at GSO sections at posts as GSOs would no longer need to stay abreast of DoD shipping methodologies. ¶2. Question: When providing customs import clearance for personal effects of ANY USG employee officially assigned to your post, does your host country's customs clearance process require a copy of the USG employee's official permanent change of station (PCS) travel authorization/order as part of the customs import documentation in order for the effects to successfully clear customs and enter the country? ¶3.
