1. (U) This cable responds to the action request in
reftel requesting human rights vetting for the candidates
nominated to attend the George C. Marshall Center (GCMC)
Program for Security, Stability, Transition, and
Reconstruction (SSTaR) 10-4, scheduled for March 16 - April
2, 2010 at Garmisch, Germany.
2. (SBU) The Department of State has vetted the
individuals listed in reftel and possesses no credible
derogatory information as of 01/26/2010. Post is
authorized to include the following individuals in
USG-funded training:
(1) NAME: Irena Pasti
D/POB: June 8, 1979, Belgrade, Serbia
GENDER: Female
TITLE: Surveillance Officer, Surveillance Department, Crime
Police
Directorate
ORGANIZATION: Ministry of Internal Affairs
NATIONALITY: Serbian
(2) NAME: Goran Markovic
D/POB: November 16, 1973, Belgrade, Serbia
GENDER: Male
3. (U) Post is permitted to provide the following
statement to authorized parties: Embassy verifies that the
Department of State possesses no credible information of
gross violations of human rights by the individuals
identified above, as of 01/26/2010. Post may cite this
cable in response.
4. (SBU) Note that if Post subsequently becomes aware of
possible human rights violations by the individuals
listed above, Post should inform the Department and not
proceed with training. Post should refer to the Leahy
Vetting guidance manual for additional assistance.
