1. (U) This cable responds to the action request in
reftel requesting human rights vetting for the candidate
nominated to attend training on preventing and responding
to a terrorist attack on Critical Energy Infrastructure
Protection (CEIP) scheduled to take place February 11-12,
2010 in Vienna, Austria.
2. (SBU) The Department of State has vetted the
individual listed in reftel and possesses no credible
derogatory information as of 01/20/2010. Post is
authorized to include the following individual in
USG-funded training:
Jeton ARIFI
Position: Director of Analysis and Security Policy
Department,
Kosovo Security Council Secretariat
DOB: 03 January 1978
POB: Vranje, Presheve, Serbia
ID: (Passport) KO0559862, MIA, Republic of Kosovo
Consular Vetting: Completed on December 7, 2009 by Embassy
Pristina
3. (U) Post is permitted to provide the following
statement to authorized parties: Embassy verifies that the
Department of State possesses no credible information of
gross violations of human rights by the individual
identified above, as of 01/20/2010. Post may cite this
cable in response.
4. (SBU) Note that if Post subsequently becomes aware of
possible human rights violations by the individual
listed above, Post should inform the Department and not
proceed with training. Post should refer to the Leahy
Vetting guidance manual for additional assistance.
