(SBU) Panamanian President Martinelli is scheduled to arrive in Port-au-Prince January 25 at 2100 EST. (TF1/Embassy Panama City e-mail) SEARCH AND RESCUE (SAR) -------------- ¶2. (U) No updates at this time. COMMODITY FLOW -------------- ¶3. (SBU) Water continues to be distributed daily at 115 sites in Port-au-Prince, reaching an estimated 235,000 people. (OCHA SitRep #12) ¶4. (SBU) Relief agencies distributed commodities to more than 112,000 people January 24, according to the International Organization for Migration (IOM). IOM is currently working with the UN Emergency Shelter Cluster to develop a reporting template to improve tracking of relief commodity distribution. (USAID SitRep #24) ¶5. (SBU) Twenty teams of national and international assessors will conduct rapid needs assessments January 25-27 in Port-au-Prince and other affected areas. The OCHA- supported teams will analyze health, food, shelter, protection, water, sanitation, and hygiene needs at 105 sites across Haiti. (OCHA SitRep #12) EVACUATIONS/AMERICAN CITIZEN AND LE STAFF WHEREABOUTS -------------- -------------- ¶6. (SBU) As of 0500 EST, 166 American evacuees and family members departed Port-au-Prince January 25; a total of 11,538 have been evacuated to date. There are three Americans and family members inside the embassy and none outside. A total of 20,000 Americans have been accounted for. (TF1/Embassy Port-au-Prince e-mail) ¶7. (SBU) There are 54 confirmed American fatalities and another 36 reported. (TF1/Embassy Port-au-Prince e-mail) MEDICAL RESPONSE -------------- ¶8. (SBU) As of 0400 EST, USNS Comfort treated 507 patients and performed 109 surgeries January 25. Over 2,800 patients have been treated to date. The USNS Comfort, other medical ships, and field hospitals are expected to reach maximum capacity within three days. (TF1/SOUTHCOM SitRep) ¶9. (SBU) There continue to be no reported outbreaks of communicable diseases including cholera, measles, and rubella, according to the World Health Organization and the Pan American Health Organization. (OCHA SitRep #12) INTERNATIONAL COORDINATION/REQUESTS -------------- ¶10. (U) Japan will pledge a total of $70 million at the Ministerial Conference on Haiti in Montreal. The Government of 11. Japan is considering adding 100 Self Defense Force troops, in addition to the 34 that arrived January 23, media report. (AFP and kyodo.co.jp) ¶12. (U) On January 24, a French naval ship equipped with two landing craft, four helicopters, and onboard operating theaters, arrived in Haiti with 2,000 tons of humanitarian aid, according to press. (AFP) ¶13. (SBU) Two relief flights carrying new supplies of shelters, cooking kits, buckets and blankets for 65,000 people will depart the UK on January 26. (TF1/Embassy London e-mail) ¶14. (SBU) Argentina, Israel, Russia, Portugal, Turkey, France, Brazil, and Colombia are currently operating portable hospitals in Haiti. (SOUTHCOM PA SitRep) DEPLOYMENT OF U.S. GOVERNMENT ASSETS -------------- ¶15. (SBU) As of January 25, there are 19,134 U.S. military and civilian personnel in Haiti. (TF1/SOUTHCOM SitRep) ¶16. (SBU) A convoy carrying fuel and food from Embassy Santo Domingo is scheduled to arrive in Port-au-Prince January 25. (TF1/Embassy Santo Domingo e-mail) HUMANITARIAN/SECURITY/INFRASTRUCTURE -------------- ¶17. (U) Haiti's Communications Minister said the death toll topped 150,000 in the areas of Port-au-Prince, with thousands more dead around the country, media report. (AP) ¶18. (SBU) As of January 24, UN Emergency Shelter Cluster members had identified 591 spontaneous settlements throughout Port-au-Prince, sheltering approximately 692,000 displaced people. The actual number of displaced people is expected to be 800,000 to one million. (OCHA SitRep #12) ¶19. (SBU) As of January 24, more than 235,000 people have left Port-au-Prince using the free transportation provided by the GOH. The number of people who have left Port-au-Prince by private means remains undetermined. Some 62,000 people have settled in Artibonite Department. (OCHA SitRep #12) ¶20. (SBU) The Port-au-Prince pier is operating at 40 percent capacity and is currently unable to conduct offloading that requires a crane. The U.S. Navy underwater construction team reports it will take ten weeks to get the south pier back to its original operating capacity. (TF1/USCG Port Facility Report and SOUTHCOM SitRep) ¶21. (SBU) The Haiti Flight Coordinating Center (HFOCC) has allocated 1,414 slots to aircraft to arrive in Port-au-Prince airport between January 25 and February 23. Additional flight requests will be difficult to accommodate. There are 126 slots allocated for January 25. (HFOCC Flight Allocations Report) ¶22. (SBU) Wireless telephone services are operating at 85 percent capacity. Approximately 30 radio stations and six television stations are operational.
