SUBJECT: TFHA01: Streamlined Country Clearance Requests for
Port-au-Prince
1. Under Secretary for Management Patrick Kennedy authorized
an Ordered Departure 01/13/2010 from Embassy Port-au-Prince
for Eligible Family Members, Members of Household, and non-
emergency personnel. With Ordered Departure in effect, State
Department and inter-agency personnel seeking Temporary Duty
(TDY) in Embassy Port-au-Prince need approval from both the
Ambassador and Under Secretary Kennedy before they can travel
to post. Note: This requirement does not apply to U.S.
military personnel under USSOUTHCOM command authority.
2. WHA/EX will handle the coordination of approvals from the
Embassy and the Office of the Under Secretary. In an effort
to streamline the country clearance request process and
regulate the flow of TDY personnel going to Embassy Port-au-
Prince under Chief of Mission (COM) authority, we are asking
that all country clearance requests be sent via e-mail to Post
Management Officer Tom Canahuate (WHA/EX) at
canahuateat@state.gov; Nancy Brannaman (Haiti Task Force) at
brannamannb@state.gov; 1TFU@state.gov; and 1TFV@state.gov.
3. WHA/EX will work with Embassy Port-au-Prince and with the
Office of the Under Secretary for Management on securing
country clearances for State personnel, as well as personnel
from other agencies going to Embassy Port-au-Prince under COM
authority. Until further notice this procedure supplants the
normal e-country clearance procedure.
4. Thank you for your cooperation as we try to relieve post of
some of the administrative burdens during this emergency in
Haiti.
