2. (SBU) U.S. and Chilean SAR teams continue to search for

3. (SBU) A World Food Program (WFP) food warehouse in Port-
au-Prince was damaged in the recent aftershocks, preventing
access to the stocks within the warehouse. WFP estimates
approximately 200 metric tons of food aid will be lost.

4. (SBU) USAID reports security and transportation issues
continue to hinder food distribution efforts.

5. (SBU) WFP is increasing the number of food distribution
points and is working to obtain a list of sites to facilitate

6. (SBU) USAID/DART reports water production is sufficient,
and fuel is no longer a constraint for water delivery. IOM
will distribute USAID/OFDA-provided hygiene kits and water
containers to approximately 26,000 people in Leogane. (USAID

AMERICAN CITIZEN WELFARE/WHEREABOUTS/EVACUATIONS

7. (SBU) As of 1500 EST, 1123 American evacuees departed
Port-au-Prince by air January 21; a total of 8321 have been
evacuated by land and air to date. There are 700 Americans
inside the embassy and 300 outside. 250 are at the airport
landing zone waiting to board departing flights. A total of
10,000 Americans have been accounted for. (TF1/Embassy Port-

8. (SBU) Of 793 LES, six are confirmed dead, 28 are
unaccounted for, and six are confirmed injured, three

9. (SBU) There are 42 confirmed American fatalities and
another 22 reported. (TF1/Embassy Port-au-Prince e-mail)
10. (SBU) Four 50-passenger buses arrived in Haiti from
Santo Domingo to transfer 200 individuals, including Haitian
nationals escorting American citizen minors, from Port-au-
Prince to Santo Domingo January 21. Embassy Santo Domingo
confirms Haitian citizens carrying a valid passport with a
U.S. visa will be permitted to enter the Dominican Republic on
USG-sponsored buses. Six additional buses will arrive January

11. (SBU) The Family Liaison Office (FLO) conducted an
informal meeting with State Department evacuees and their

States. Paperwork for more than 180 additional orphans is

1300 EST, more than 7000 people were treated January 21, a 75

INTERNATIONAL COORDINATION/REQUESTS

15. (SBU) Ambassador Wolff spoke with UN Under Secretary
General Holmes to request that the UN send WFP logisticians to
Tucson and Port-au-Prince to coordinate logistics and liaise

16. (SBU) USAID reports $90 million of the $163.9 million
pledged to date has been allocated to the UN Flash Appeal.

19. (SBU) The U.S.-flagged Markajama is currently unloading
the majority of its cargo in the Dominican Republic and is
expected to travel to test the cargo unloading capability at
the port of Port-au-Prince. It will transport water
containers and 720,000 MREs to Port-au-Prince. (TF1/USAID

20. (SBU) Haiti experienced two aftershocks within 10
minutes of each other January 21. The first was a 4.9
aftershock approximately 40 miles west of Port-au-Prince. The
second was a 4.8 approximately 24 miles west of the capital.
No further damage or injuries have been reported. (HHS Update

21. (SBU) DoD is increasing operations at San Ysidro and
beginning operations at Barahona. (TF1/Interagency Conference

22. (SBU) Haiti's Minister of Commerce announced banks will
re-open the weekend of January 23, according to press.
Embassy Port-au-Prince reports Moneygram and Western Union are
also expected to re-open January 23. Banks will be prepared
to accept wire transfers, although cash withdrawals initially

23. (SBU) Embassy Port-au-Prince is engaged with Digicel and
other Haiti mobile phone carriers to coordinate security for
supplying fuel to cell phone towers in Port-au-Prince.

pedestrian and vehicular gates at the Jimani border crossing

inspect traffic crossing into Jimani, which has increased
