(U) This cable responds to the action request in reftel requesting human rights vetting for the candidates nominated to attend the George C. Marshall Center (GCMC) College of International Studies' Senior Executive Seminar, Garmisch-Partenkirchen, Germany. ¶2. (SBU) The Department of State has vetted the individuals listed in reftel and possesses no credible derogatory information as of 01/19/2010. Post is authorized to include the following individuals in USG-funded training: Name: Arif EKMEN Title: Colonel, Course Director and Instructor Unit: NATO Centre of Excellence - Defense Against Terrorism Organization: Gendarmerie, Ministry of Interior DPOB: May 3, 1960, Giresun, Turkey Name: Celal BODUR Title: Deputy Chief of Intelligence, Police Commissioner Unit: Turkish National Police Headquarters Organization: Ministry of Interior DPOB: January 1, 1965, Alaca, Corum, Turkey Name: Hasan DURMUSOGLU Title: Chief Superintendent/Chief of Intelligence Section Unit: Amasya Police Department Organization: Ministry of Interior DPOB: April 28, 1971, Yozgat, Turkey. ¶3. (U) Post is permitted to provide the following statement to authorized parties: Embassy verifies that the Department of State possesses no credible information of gross violations of human rights by the individuals identified above, as of 01/19/2010. Post may cite this cable in response. ¶4. (SBU) Note that if Post subsequently becomes aware of possible human rights violations by the individuals listed above, Post should inform the Department and not proceed with training. Post should refer to the Leahy Vetting guidance manual for additional assistance. CLINTON
