1. (U) This cable responds to the action request in
reftel requesting human rights vetting for the candidate
nominated to attend the EFENSE LANGUAGE INSTITUTE,
LACKLAND AFB, SAN ANTONIO, TX; SF QUALIFICATION COURSE AT JFK
SPECIAL WARFARE CENTER, FT BRAGG,NC; MARCH 10, 2010 -
FEBRUARY 25, 2011.


2. (SBU) The Department of State has vetted the
individual listed in reftel and possesses no credible
derogatory information as of 01/20/2010. Post is
authorized to include the following individual in
USG-funded training:

TITLE: Team Leader, Special Forces Brigade, 1st Lieutenant
ORGANIZATION: Ministry of Defense of Georgia;
SEX: Male;
DATE OF BIRTH: November 21, 1977;

PASSPORT NUMBER: 09AP85783;
PASSPORT EXPIRATION DATE: January 5, 2010;
TYPE OF TRAINING: English language training, Lackland AFB,
San Antonio, TX; Special Forces Qualification at JFK Special
Warfare
Center in Fort Bragg, NC;
DATES OF TRAINING: March 10, 2010 - February 25, 2011.


3. (U) Post is permitted to provide the following
statement to authorized parties: Embassy verifies that the
Department of State possesses no credible information of
gross violations of human rights by the individual
identified above, as of 01/20/2010. Post may cite this
cable in response.


4. (SBU) Note that if Post subsequently becomes aware of
possible human rights violations by the individual
listed above, Post should inform the Department and not
proceed with training. Post should refer to the Leahy
Vetting guidance manual for additional assistance.
