(U) This is an action request. Please see paragraph 4. -------------- BACKGROUND -------------- ¶2. (S/NF) The USG has information that Tehran- based Azma Fanavari Iranian Co., working on behalf of the Iran Centrifuge Company (TESA or TSA),a subsidiary of the Atomic Energy Organization of Iran (AEOI),was in contact with the German firm MEDAV GmbH in mid-October 2009 regarding the potential supply of vibro-acoustic test equipment. AEOI is designated in the Annex to the United Nations Security Council Resolution 1737 for its involvement in Tehran,s nuclear-related activities. We assess that this equipment is likely intended for use in Iran,s uranium gas centrifuge program. Post should request that Germany undertake an investigation and take all necessary measures to prevent this transfer. -------------- OBJECTIVES -------------- ¶3. (S//REL GERMANY) Post is requested to approach appropriate host-nation officials to: -- Request their assistance in investigating and preventing this transfer. -- Request that German officials share the results of any investigation they may conduct into this matter. -- Thank German officials for their ongoing cooperation on proliferation- related matters. Post may draw from background above, and objectives and talking points below, as deemed appropriate. Post can leave the talking points behind as a nonpaper. -------------- TALKING POINTS -------------- ¶4.
