1. (U) This cable responds to the action request in
reftel requesting human rights vetting for the candidates
nominated to attend the JARNG JOINT FORCES HEADQUARTERS
EXCHANGE in LAWRENCEVILLE, NJ, U.S.A. from 1/25/2010 to
1/29/2010.
2. (U) The Department of State has vetted the
individuals listed in reftel and possesses no credible
derogatory information as of 01/15/2010. Post is
authorized to include the following individuals in
USG-funded training:
SANDER LLESHI, BRIGADE GENERAL, TRADOC COMMANDER, 1/25/1963
HYSEN CEKODHIMA, COLONEL, J3/7 DIRECTOR, MINISTRY OF DEFENSE,
8/2/1955
DILAVER HOXHA, COLONEL, J5 DIRECTOR, MINISTRY OF DEFENSE,
5/25/1965
FREDERIK BELTOJA, COLONEL, FARKA HELICOPTER COMMANDER,
8/24/1966
XHEVDET ZENELI, COLONEL, MILITARY POLICE COMMANDER, 1/5/1956
3. (U) Post is permitted to provide the following
statement to authorized parties: EMBASSY verifies that the
Department of State possesses no credible information of
gross violations of human rights by the individuals
identified above, as of 01/15/2010. Post may cite this
cable in response.
4. (U) Note that if Post subsequently becomes aware of
possible human rights violations by the individuals
listed above, Post should inform the Department and not
proceed with training. Post should refer to the Leahy
Vetting guidance manual for additional assistance.
