EMBASSY STATUS, CASUALTIES, RESPONSE

1. (SBU) The Port-au-Prince airport is open. Airport
runway and apron areas are functional. Commercial
operations are limited to emergency flights. U.S.
airlines have suspended operations. U.S. Special
Operations units will arrive at 1500 to establish ATC
services and airport security. (TF1/Embassy Port-au-

2. (SBU) Three seriously injured employees have been
evacuated by U.S. Coast Guard (USCG) to GTMO for
treatment. State MED is directing the deployment of
additional medical supplies to treat Embassy staff.

3. (SBU) The Embassy is preparing for ordered departure
of non-emergency staff. USCG is planning to deploy two C-
130s to transport Embassy personnel to Santo Domingo for

AMERICAN CITIZEN WELFARE
--------------
4. (SBU) Six seriously injured private U.S. citizens are
being treated at the Embassy; their condition is critical
and a USCG medevac is being coordinated. Forty-two non-
injured Amcits are being provided with refuge at the
Embassy. The Consular Call Center has received over 850
Amcit welfare-and-whereabouts reports. (TF1/Consular e-

HUMANITARIAN ASSISTANCE

5. (U) An OFDA Disaster Assistance Response Team will
arrive at 1330, a SAR Team will arrive at 1500, an
additional Search and Rescue team will arrive before
January 14. U.S. Navy reports that the hospital ship USNS
Comfort will arrive in approximately one week; the U.S.
aircraft carrier Carl Vincennes will be within range in 48
hours to provide assistance; and two Amphibious Ready

INFRASTRUCTURE SEVERELY AFFECTED

6. (SBU) USCG C-130 over flight indicates that Port-au-
Prince has sustained extensive damage, although there was
