EVACUATIONS/AMERICAN CITIZEN AND LE STAFF WHEREABOUTS

1. (SBU) Post is working with the Government of Haiti to
clarify procedures concerning approval of adoption lists, as
the departures of several groups of adoptees have been
delayed, including six children from the Children of the
Promise Orphanage. The children are currently in a UNICEF-
supported GOH children's facility. The embassy has supplied
them with diapers, juice, water, and rehydration packets.

2. (U) A 4.7 magnitude earthquake hit 20 miles west-southwest
of Port-au-Prince at 0126 EST February 23. There have been no
reports of injuries or damage. (Reuters)
3. (U) Earthquake victims camping on the grounds of the prime
minister's office complain police are halting deliveries of
food and water to try to oust them. (AP)
4. (SBU) Haitian authorities have resumed control of port
operations in the capital, with the exception of security.
National Port Authority security forces will meet with
MINUSTAH security forces to coordinate rapid response
relationships February 23. (SOUTHCOM Sitrep)
5. (SBU) The International Organization for Migration is
supporting Haiti's efforts to register people displaced by the
earthquake and to identify their home areas. The registration
is part of a broader strategy to address the issue of
congested camps throughout Port-au-Prince. (DOC NOC report)
6. (U) On February 20, the final day of the surge food
distribution in Port-au-Prince, lead NGOs distributed food to
more than 112,000 individuals, bringing the total number of
people receiving food through the operation to nearly 3
million. (USAID/DART Haiti Food Assistance Update)
OTHER DEVELOPMENTS

7. (SBU) The Canadian government concluded evacuation flights
out of Haiti. Canadian troops, whose numbers peaked at
approximately 2,000, have begun a staged withdrawal from
Haiti, and emergency relief efforts are slowly scaling down
now that planning for long-term reconstruction has begun.

8. (U) A UN aid convoy was attacked in the north of Haiti
February 22. A witness reports several hundred people threw
rocks at the vehicles and demanded aid. Supplies were stolen
but no one was injured. (AFP)
