(U) This cable responds to the action request in reftel requesting human rights vetting for the candidates nominated to attend the "Observer Controller Training" course, 23 February-24 March 2010, Hohenfels Germany. ¶2. (SBU) The Department of State has vetted the individuals listed in reftel and possesses no credible derogatory information as of 02/17/2010. Post is authorized to include the following individuals in USG-funded training: DOBRA OLTEANU, Alexandru DOB: 25 Oct 81 POB: Rosiori de Vede FRANCU, Silviu DOB: 07 Dec 80 POB: Fagaras IOAN, Nicolae DOB: 30 Mar 63 POB: Craiova POKKER, Francisc Raul DOB: 23 June 72 POB: Bucharest ¶3. (U) Post is permitted to provide the following statement to authorized parties: Embassy verifies that the Department of State possesses no credible information of gross violations of human rights by the individuals identified above, as of 02/17/2010. Post may cite this cable in response. ¶4. (SBU) Note that if Post subsequently becomes aware of possible human rights violations by the individuals listed above, Post should inform the Department and not proceed with training.
