The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests Post's assistance in conducting a pre-license check on application 050207733 for the export of United States Munitions List (USML)-controlled AN/ARC-159 Radio Sets to Malaysia. PM/DTCC also requests assistance in conducting a post-shipment end-use check on license 050189908 for Radio Receiver Transmitter Modules to the same foreign consignee and end-user listed on pre-license check 050207733. Post is requested to complete the Blue Lantern pre-license inquiry within 30 days, and the post-shipment inquiry within 45 days. Lack of response to a Blue Lantern inquiry will affect pending and future licenses involving parties to a license. ¶3. Reasons for pre-license inquiry: Concerns about diversion to proscribed entities; Prior unfavorable Blue Lantern pre-license inquiry that involved Foreign Consignee Zetro Services Sdn Bhd in which the company failed to substantiate the bona fides of the proposed transaction (end-user was unaware of the order). ¶4. Reasons for post-shipment end-use check: No documentation submitted by the end-user, and to confirm Zetro Services' bona fides in that transaction. ¶5. Action: Department requests that Post make inquiries within the Royal Malaysian Air Force to confirm that it placed the order for the USML items listed below for the purpose stated on the pending application. Substantiate the bona fides of Zetro Services in this transaction, and determine whether any other Malaysian-based firms are involved in the procurement of the items. For the post-shipment end-use check, Post is requested to confirm that the Royal Malaysian Air Force received all of the USML items listed on license 050189908, and verify that the items were procured through Zetro Services as indicated on the license.
