1. (U) This cable responds to the action request in
reftel requesting human rights vetting for the candidate
nominated to attend the TOUR OF POLICE OPERATION IN GEORGIA
AND NEW MEXICO; FEBRUARY 27- MARCH 13, 2010.
2. (SBU) The Department of State has vetted the
individual listed in reftel and possesses no credible
derogatory information as of 02/17/2010. Post is
authorized to include the following individual in
USG-funded training:
GRIGALASHVILI, GIORGI
TITLE: Director of Patrol Police Department;
ORGANIZATION: Patrol Police, Ministry of Internal Affairs;
DATE OF BIRTH: July 14, 1979;
SEX: Male;
PLACE OF BIRTH: Tbilisi, Georgia;
NATIONALITY: Georgian;
PASSPORT NUMBER: 05BA00110;
PASSPORT EXPIRATION DATE: June 30, 2011.
3. (U) Post is permitted to provide the following
statement to authorized parties: Embassy verifies that the
Department of State possesses no credible information of
gross violations of human rights by the individual
identified above, as of 02/17/2010. Post may cite this
cable in response.
4. (SBU) Note that if Post subsequently becomes aware of
possible human rights violations by the individual
listed above, Post should inform the Department and not
proceed with training. Post should refer to the Leahy
Vetting guidance manual for additional assistance.
