(U) This cable responds to the action request in reftel requesting human rights vetting for the candidate nominated to attend the SSLP-PASS 10-5 Course in Garmisch, Germany, from February 20-June 18, 2010. ¶2. (SBU) The Department of State has vetted the individual listed in reftel and possesses no credible derogatory information as of 02/17/2010. Post is authorized to include the following individual in USG-funded training: LAST NAME: MUTALLIMOV FIRST NAME: ANAR FATHER'S NAME: SABIR DATE OF BIRTH: 21-JUNE - 1985 PLACE OF BIRTH: SHIRVAN,AZERBAIJAN ORGANIZATION: MFA POSITION: ATTACHE, INTERNATIONAL SECURITY DIVISION, SECURITY AFFAIRS DEPARTMENT RANK: Civil servant ¶3. (U) Post is permitted to provide the following statement to authorized parties: Embassy verifies that the Department of State possesses no credible information of gross violations of human rights by the individual identified above, as of 02/17/2010. Post may cite this cable in response. ¶4. (SBU) Note that if Post subsequently becomes aware of possible human rights violations by the individual listed above, Post should inform the Department and not proceed with training.
