1. (U) This cable responds to the action request in reftel
requesting human rights vetting for the candidates nominated
to attend the six-month in-country English language training
funded through the FMF program and to be conducted by
instructors from the Defense Language Institute (DLI)
scheduled to start on February 8, 2010, and will take place
at the Ministry of Defense Training and Education, in Baku.
2. (SBU) The Department of State has vetted the
individuals listed in reftel and possesses no credible
derogatory information as of 02/05/2010. Post is
authorized to include the following individuals in
USG-funded training:
1. LAST NAME: Nasibov (1)
FIRST NAME: Elnur
FATHER'S NAME: Gurban
DATE OF BIRTH: November 6, 1983
PLACE OF BIRTH: Nakhchivan, Azerbaijan
ORGANIZATION: ARMY Unit

4. (SBU) Note that if Post subsequently becomes aware of
possible human rights violations by the individuals
listed above, Post should inform the Department and not
proceed with training. Post should refer to the Leahy
Vetting guidance manual for additional assistance.
