(U) This cable responds to the action request in reftel requesting human rights vetting for the candidates nominated to attend the six-month in-country English language training funded through the FMF program and to be conducted by instructors from the Defense Language Institute (DLI) scheduled to start on February 8, 2010, and will take place at the Ministry of Defense Training and Education, in Baku. ¶2. (SBU) The Department of State has vetted the individuals listed in reftel and possesses no credible derogatory information as of 02/05/2010. Post is authorized to include the following individuals in USG-funded training: ¶1. LAST NAME: Nasibov (1) FIRST NAME: Elnur FATHER'S NAME: Gurban DATE OF BIRTH: November 6, 1983 PLACE OF BIRTH: Nakhchivan, Azerbaijan ORGANIZATION: Army Unit RANK: Major ¶2. LAST NAME: Ovchiyev (2) FIRST NAME: Mobil FATHER'S NAME: Alimammad DATE OF BIRTH: November 5, 1970 PLACE OF BIRTH: Kurdamir, Azerbaijan ORGANIZATION: Army Unit RANK: Major ¶3. LAST NAME: Maharramov (3) FIRST NAME: Baybala FATHER'S NAME: Zamir DATE OF BIRTH: July 15, 1983 PLACE OF BIRTH: Khachmaz ORGANIZATION: Navy RANK: Warrant Officer ¶3. (U) Post is permitted to provide the following statement to authorized parties: Embassy verifies that the Department of State possesses no credible information of gross violations of human rights by the individuals identified above, as of 02/05/2010. Post may cite this cable in response. ¶4. (SBU) Note that if Post subsequently becomes aware of possible human rights violations by the individuals listed above, Post should inform the Department and not proceed with training.
