1. (U) This cable responds to the action request in
reftel requesting human rights vetting for the candidates
nominated to attend the GCMC Combat Terrorism Language
Program/Program on Terrorism and Security Studies to be held
February 23-March 24/June 25 - July 30, 2010 in
Garmisch-Partenkirchen, Germany and the Program on Security,
Stability, Transition and Reconstruction to be held March 16
- April 2, 2010 in Garmisch-Partenkirchen, Germany.
2. (SBU) The Department of State has vetted the
individuals listed in reftel and possesses no credible
derogatory information as of 02/17/2010. Post is
authorized to include the following individuals in
USG-funded training:

DOB: 08/26/1974
GENDER: Male
TITLE: Deputy Head of Maritime Border Police in Bar
ORGANIZATION: Police Directorate of Montenegro
NATIONALITY: Montenegrin

gross violations of human rights by the individuals
identified above, as of 02/17/2010. Post may cite this
cable in response.
4. (SBU) Note that if Post subsequently becomes aware of
possible human rights violations by the individuals
listed above, Post should inform the Department and not
proceed with training. Post should refer to the Leahy
Vetting guidance manual for additional assistance.
