1. (S) Guidance: In response to Delegation?s request for
guidance (Ref A),Washington requests that the Delegation
draft the texts enumerated below for Washington review and
approval prior to tabling with the Russian delegation:
--For a Statement on Vandenberg launchers: Language
acceptable to the United States on converted U.S. ICBM
launchers at Vandenberg, drawing as appropriate on the
Russian proposal in Ref A.
--For a U.S. unilateral statement on missile defense:
Language stating that the United States is prepared to
address in the Arms Control and International Security
Working Group of the Bilateral Presidential Commission all
aspects of missile defense, including threat, systems, and
cooperation.
2. (S) Once these draft U.S.-proposed texts have been
approved by Washington, the Delegation will be in position
to pursue an approach including the following elements:
-- A unilateral U.S. statement, or as a fall-back if
necessary, an Agreed Statement to supplement the proposed
Article V exemption for the five converted ICBM silos at
Vandenberg.
--Unilateral statements on missile defense by the United
States and Russia, respectively.
--This approach would not include a Joint Statement on
missile defense.
