1. (S) Guidance: In response to Delegation's request for
guidance (Ref A),Washington agrees that the four aspects
of the Russian telemetry proposal cited in the request are
problematic. Washington believes that: 1) The Parties
may make proposals for changes during annual reviews; the
telemetry exchange provisions would continue until there
is agreement by the Parties on any changes; 2) The
launches on which telemetry is exchanged should be the
subject of discussion during the annual reviews. The
sides would discuss how to implement the concept of an
exchange on a parity basis. It would be preferable to
hold this discussion at the annual review at the beginning
of the year of the five launches in question, but would
also work if this took place at the annual review
immediately following the year in question; 3) The
exchange of telemetry should include post-boost vehicle
(PBV) information; and 4) The exchange of telemetry should
include interpretive data on acceleration and separation
times of ICBM and SLBM stages.


2. (S) Delegation should draft Protocol and Annex language
for Washington review prior to tabling with the Russian
delegation that would resolve these problems in a manner
that the delegation believes will facilitate reaching a
mutually acceptable solution. Delegation may use its
discretion on which issues should be included in the
Protocol and which in the Annex, but for the key telemetry
issues the language (whether in the Protocol or Annex)
should be agreed before the Treaty and Protocol are
signed.
