1. (SBU) Post delivered reftel points A and B to MFA Head of
Latin America Directorate Svetla Stefanova on January 19. We
expressed our appreciation for Bulgaria's humanitarian
assistance to Haiti and requested all additional donations be
documented through the UN Office for the Coordination of
Humanitarian Affairs real-time database, Financial Tracking
System. Stefanova agreed that FTS was a useful tool and
promised to pass on the information we provided. She also
confirmed that Bulgaria will send a team of 76 medical
personnel, a field hospital, and medicines and supplies to
Haiti by January 22. According to Stefanova, additional
Bulgarian aid is possible, most likely in the form of a
financial donation.
