SUBJECT: SINGAPORE SUPPORTS TRANSITION TO AFGHAN LEAD
PROVINCIAL RESPONSIBILITY

REF: SECSTATE 4108

Classified By: EP Counselor Joel Ehrendreich for Reasons 1.4 (b+d)

(C) EP Counselor delivered reftel points clarifying the
transition to Afghan lead provincial responsibility to MFA
Americas Deputy Director Loh Tuck Keat and MFA Central Asia,
North Africa and Middle East Deputy Director Stephen Lim in a
January 19 meeting. Both Loh and Lim emphasized that
Singapore understands and supports United States' policy in
Afghanistan, and that the current U.S. effort is clearly not
an exit strategy but rather a transition to the next phase.
Lim said it is good to see that there is a pragmatic plan in
place to progress towards our mutual goals in Afghanistan.
Loh also emphasized that Singapore's offer of Unmanned Aerial
Vehicle (UAV) support in Afghanistan is still on the table
and that Singapore hopes the United States can make good use
of these assets.
