1. (SBU) Vice Minister of Foreign Affairs Juan Manuel Trullols,
on 16 February 2010, informed Pol-Econ Counselor that the status of
the Dominican Republic's planned deployment of a 150-troop unit to
MINUSTAH is as follows:



n The Minister of Defense is reviewing the agreement to be signed
with the UN covering the terms of the deployment.



n Once the Defense Minister gives the green light, the agreement
will be signed at the UN in New York.



n The agreement will then have to be submitted to the Senate for
its approval, pursuant to the provisions of Article 80(6) of the
new Constitution (Ref B).




2. (SBU) COMMENT: The Senate is currently in recess, but will
return for a five-month ordinary session on 27 February.
Consequently, final approval of the deployment is unlikely before
that date. President Leonel Fernandez's political alliance has an
overwhelming majority in the Senate (26 of 32 seats) and thus
should be able to deliver a "yes" vote on the deployment. That
said, opposition Dominican Revolutionary Party (PRD) leader Miguel
Vargas Maldonado has opposed sending Dominican troops to Haiti .
With congressional/municipal elections to be held on 16 May, it is
possible that the PRD will make this a campaign issue and seek to
extend debate in the Senate. Thus, while the deployment should
eventually be approved, the timing of this approval remains
uncertain. END COMMENT.
