¶1. (C) On January 25, Poloff delivered ref A points to MFA
Office Director for the Gulf States, Minister Stefano
Queirolo Palmas. Palmas commented that Yemen's problems are
closely linked to instability and underdevelopment in the
whole region, especially Somalia and other East African
countries as detailed in the Italian paper that was shared in
Rome and Washington last week (ref B). He also noted that GCC
countries are major stakeholders in the Friends of Yemen
(FOY) initiative and have a crucial role and responsibility
in making it a success. FM Frattini will attend the January
27 FOY London meeting.
