(C) In response to reftel points, MFA Political Director
Peteris Ustubs told us January 19 that he understood the
planning process for ISAF transition to Afghan lead at the
provincial level was not a draw-down or exit strategy. He
re-affirmed Latvia's commitment to Afghanistan. He asked if
our demarche was motivated by concerns that some in ISAF
viewed the transition as a prelude to exiting. We replied
that this was not the case and that this was, instead, a
preemptive reassurance.
