1. (SBU) BROAD ITEMS OF INTEREST TO ADVISORS AND AGENCY MANAGERS
A) On December 03, 2009, the Kosovo and Macedonian Ministries of
Internal Affairs signed a Bilateral Agreement on Police Cooperation.

3. (SBU) SITE ASSESSMENTS AND MEETINGS DURING REPORTING PERIOD
A) December 17, 2009: EXBS Program Advisor Chris Milam met with
Colonel Shaban Guda, Head of Border Police, to discuss the upcoming
joint meeting between Kosovo and Macedonian Border Police. Guda
expressed his desire to conduct joint activities after Kosovo signs
the official MOU on Police Cooperation with Macedonia. The meeting
will be the basis for the development of joint training for Kosovo
and Macedonian Border Police and will provide an opportunity to
discuss the needs of both parties. The meeting will also examine
future assistance opportunities by the USG Export Control and
Related Border Security (EXBS) Program. The joint meeting with the
Kosovo and Macedonian Border Police officials will be held on
January 20, 2010 at 11:00. U.S. Embassy Skopje will host the
meeting.

5. (SBU) TRAINING CONDUCTED DURING REPORTING PERIOD
A) December 7 - December 11, 2009: Counterproliferation Awareness
Course, held in Vushtrri, Kosovo. This training was delivered by
DTRA/ICP experts. Thirty-six representatives from Kosovo Customs,
Border Police, Ministry of Internal Affairs, Situation Center,
Department for Managing Emergencies, and Ministry of Kosovo Security
Force attended the course. The training comprised of classroom
instruction on basic counterproliferation strategies.
6. (U) EQUIPMENT DELIVERED DURING REPORTING PERIOD
A) December 4 - Equipment delivered to Border Police:
-- Level IIIa Police Ballistic Vests: 20, $1,265 each, ($25,300)
