Montana SAR/Recovery
1. Post received attached diplomatic note January 27 from the GOTT
seeking USG assistance in continuing search and rescue (SAR)
efforts at the Hotel Montana in Port au Prince.
2. The GOTT specifically seeks assistance locating four delegates
of the Caribbean Aviation Safety and Security Oversight System
(CASSOS) who were at the Hotel Montana on January 12. One of the
delegates, Mr. Gregory McAlpin, is a national of Trinidad and
Tobago and is the director of flight safety for the Eastern
Caribbean Civil Aviation Authority. The other delegates are: Mr.
Rosemond James of Saint Lucia, Dr. Siegfried Francisco of the
Netherlands Antilles, and Mr. Auxenio Isenia of the Netherland
Antilles.
3. The Charge received a follow-up request from the MFA director of
CARICOM relations on January 28 requesting any information
available regarding Hotel Montana SAR/recovery efforts.
4. Post forwarded the GOTT request to the Haiti Task Force via
email on January 27. Post also sent a response to the MFA
acknowledging receipt of the GOTT request and advising, per email
guidance from the Haiti Task Force 1C Coordinator, that the GOTT
also notify the United Nations of its request since the UN is
managing recovery efforts at the site.
5. Post requests guidance as to further information we may provide
to the GOTT regarding SAR and recovery efforts being undertaken at
the Hotel Montana, and any information regarding the four nationals
identified in the attached request.
