FOR REGIONAL SEMINAR ON RESPONSES TO MARITIME VIOLENCE
1. (SBU) At the request of MLO POS U.S Embassy Port of Spain
has reviewed paper and electronic files regarding Sheldon Ramnanan,
Lorenzo Chariandy, Sherene Murray-Bailey, and Neptune Malisa and
found no credible evidence of gross human rights violations
committed by any of the aforementioned individuals
2. (SBU) Accordingly, Post supports the requested seminar for
the above mentioned individuals.
3. (SBU) Post notes that although there is no evidence that
Lorenzo Chariandy has committed any gross human rights violations,
he was previously expelled as a student of USCG IMOC program in the
US due to arrest.
