Embassy Port Moresby is pleased to submit a proposal received from the University of Papua New Guinea, School of Natural and Physical Sciences - Women and Gender In Climate Change and Sustainable Development Papua New Guinea's fifth preference from post. ¶2. PROJECT SUMMARY Papua New Guinea (PNG) Vision 2050 requires paradigm shifts in governance, service delivery, economic and social development and mainstreaming climate change impacts across all sectors to enable Papua New Guinea to achieve sustainable development by year 2050. The University of Papua New Guinea Research Center for Climate Change and Sustainable Development proposes to address women and gender issues in coastal communities in Manus and West New Britain Provinces of Papua New Guinea. The project will address climate change impacts as they affect the most vulnerable women and children, and how resilience is developed under the four main program areas; - Adaptive measures (soft and hard coastal protection, forest management, water resources and waste management, coral reefs and fisheries management - Mitigation measures (alternate energy - solar energy),reduction of deforestation and degradation (REDD) - Governance (women's rights, women in business, sustainable development measures, land tenure, service delivery, government system at the community level) - Project management and coordination of project results between community, Local Level Government (LLG), Province and the wider issues of Climate Change under PNG Vision 2050 These programs will be carried out under partnership arrangements. At the national level, the National Government (Prime Minister and National Executive Council),Ministry of Provincial Affairs, Disaster Management Section, the National Weather Service and the National Forest Authority, and the Forest Research Institute, and relevant legal organizations on governance issues. At the Provincial and LLG level, the respective authorities in Manus and West New Britain Provinces are partners. The project is multi-sectoral and multi-disciplinary hence coordination and management is an important aspect. The organization proposes to also work with coastal communities in Manus and West New Britain Provinces to address emerging climate change problems rural women face on a day-day basis, and facilitate solutions to addressing these problems. Through this project, the center will also consider short and long term approached to dealing with climate change in Papua New Guinea context. The lessons and outputs will be transferred to other parts of Papua New Guinea, the Pacific and Small Island Developing States around the world. The Women and Gender in Climate Change and Sustainable Development Project will be from March 2010 to June 2011. The project cost is $100,000.00. ¶3. PROJECT DESCRIPTION The project will lay the foundation for attitudinal and mind changes towards Women and Gender empowerment, and contribution to addressing Climate Change Impacts and Sustainable Development at the family and community level. The project is a developing pilot project by the University of Papua New Center for Climate Change and Sustainable Development to start engaging women and girls in predominant patrilineal societies to champion the cause for climate change in their rural communities. The vision of the project is to educate and empower women and girls to be actively involved in sustainable community based activities that addresses the impacts of climate change and improves their disposable income earning opportunities and livelihoods. PORT MORES 00000024 002 OF 002 (A) DESIRED OUTCOMES/PERFORMANCE MEASURES -Women who attend the centre will be literate women who will pursue further education, can read write and calculate their gross income from selling their farm produce. -They will be able to learn to keep their homes and families clean with clean environment and provide nutritious food from their farms to their families and in times of drought or disaster they will already have had some training on food preservation -Thirdly, those women will already have the leadership skills to train other young girls and women and will address social issues affecting their indigenous communities. BUDGET SUMMARY The funding for the project will be managed and disbursed by the University of Papua New Guinea Center for Climate Change and Sustainable Development to and with partners. The partners will be contracted to produce the outputs for each activity they are responsible for, and provide all expenditure reports to the center. UPNG Center for Climate Change and Sustainable Development will do all financial reporting.
