1. (SBU) Reftel asked Post at its discretion to approach the
government of Mauritius regarding a possible bilateral MOU
with the U.S. on piracy transfer/prosecution. Reftel also
asked Post to provide the names and contact information for
appropriate lawyers in the GOM so that L might begin direct
contact with the individuals.
2. (SBU) We have discussed the matter with Foreign Minister
Arvin Boolell, who recommended that the Solicitor General,
Assistant Solicitor General and Director for Public
Prosecutions would be the appropriate individuals within the
GOM. However, Boolell asked that the Embassy draft a
diplomatic note on the matter before any contact takes place
so that the GOM officials might be informed of the matter
through the appropriate channels and a response then provided
to the Embassy. The Embassy has drafted the diplomatic note
and will inform L once the response is received and the time
is thus appropriate for L to make contact with GOM
counterparts.
