1. (C) MFA AF/W DAS-equivalent Laurent Bigot on February 18
discussed Justice and Security Sector Reform (SSR) in Guinea
per reftel, elements of which we had conveyed to him a few
days previously. Bigot said that France supported reform of
this nature but that it would wait until the current
UN-ECOWAS SSR team completes its study mission before
deciding on how France might contribute to an eventual JSSR
effort. Bigot stressed that any JSSR work as contemplated in
reftel should take place as part of an ECOWAS-led effort. He
added that the GOF was not now prepared to address questions
such as those raised in reftel para 5, tick number 4 ("What
kinds of security sector reform assistance . . . ?")
concerning specific contributions France might later make.


2. (C) Bigot noted that France had recently announced a
resumption of certain military and other aid projects, in
response to PM Dore's efforts to put in place a functioning
government. France had earlier provided Guinea about 10
military officers who were embedded in several of Guinea's
military training establishments, as part of France's earlier
effort to professionalize Guinea's military. Bigot said that
this military training program would soon resume at about the
same level, with a group of about 10 French officers again
working as trainers at the same military training
establishments.
