1. (C) The Ministry of Foreign Affairs has informed post that
Panama is not willing to resettle Cuban national Santiago Alvarez
Fernandez Magrina. Citing the UN Convention on Refugees and the
Inter-American Convention on Political Asylum, the ministry
suggested that the United States seek resettlement of Magrina
through the UN High Commissioner for Refugees.
