1. (C) Panama will not run for the UN Human Rights Council in 2010,
according to Tomas Guardia, the Director of International
Organizations and Conferences at the Ministry of Foreign Affairs.
Guardia stated to Poloff that Panama did not have the resources in
Geneva necessary to participate in the council at this time.
